Why would California support an "English only" law and not support an Arizona type of immigration law?

Without siding with one over the other, bringing a bilingual education harms the development of English-only speakers. And without a bilingual education, non-English speakers fall behind. Would it be better to segregate the two groups? There really isn't a right answer.
