Reinforcing old brick buildings?

We live in a brick home built in 1869. One of the walls seems to be moving (slowly over the period of 15 years). I want to know who to call about reinforcing the walls. I have seen other old brick buildings with the steel stars on the exterior. I know they are steel reinforcement rods, but I cannot find a local contractor who knows what to do or what it it called. I have had 3 different contractors come out to give me estimates, but they all left without any answers and no estimates. Am I calling the wrong people? Or is this an art of the past? I live in Ohio.
