Where did the Title Caesar come from?

Julius Caesar was a famous person, but the name Caesar I heard a story about it when he was born by Caesarean section, Is that what gave him his name Caesar? And why do other powerfull men use the name Caesar as a Title could someone please explain it with some easy words where it comes from?
